SONA of President Gloria Macapagal-Arroyo during the 2nd Regular Session of the 13th Congress of the Republic of the Philippine

Thank you. Thank you, Speaker De Venecia.Vice President De Castro; President Ramos; Senate President Drilon and the members of the Senate; members of the House of Representatives; Chief Justice Davide and the members of the judiciary; Archbishop Franco and the excellencies of the diplomatic corps; fellow government workers whether elected, appointed or civil servants; distinguished guests; ladies and gentlemen:
Every year, we meet on this day in this great hall to celebrate democracy and take stock of the nation: the country and its condition; the government and its performance; the people and their well-being.
Ours is a country divided; the story of our nation is a tale of two Philippines; almost, as it were, two countries under the same name.
One is the Philippines whose economy, after long years of cumulative national endeavor, is now poised for take off. The other is the Philippines whose political system, after equally long years of degeneration, has become a hindrance to progress.
As a country on the verge of take off, our storyline would surprise many at home and abroad. The story includes an economy that grew more than 6% last year and that has continued to work in the teeth of the biggest oil price hikes in history, while generating 4 million jobs in the last four years.
The story includes marked improvements in tax collections, infrastructure housing construction, shelter, security for the urban poor and indigenous peoples, and rice productivity.The story includes 69 million beneficiaries of health care insurance, including 30 million indigents, whose re-enrollment started early this year and is still ongoing.
That same story, over four years, saw the drug menace cut in half, the rash of kidnappings become a thing of the past, and insurgency in the south abated.This story should work itself out as one about an economy as resilient and full of potential as its people are patient and hardworking, guided by a government - with the executive and the legislative hand-in-hand -- that is able to pass a no-nonsense budget and make the tough decisions to put our fiscal house in order.I specially refer to our recent titanic struggle to enact the three laws that comprised the biggest fiscal package in our history, the biggest revenue increase in a generation that will break the vicious cycle of financing development by borrowing and having to borrow again just to service those loans. This is the one reform that will snap the chain that has bound our future to a profligate past and the debt-burdened present.
The Filipino's strong sense of family has given congress a stronger resolve not to pass on today's debt, and bankrupt our children and grandchildren tomorrow. That struggle has done the house and the senate great honor. Congratulations.Abroad, the story continues. We've worked long and hard to restore our country to the prominent place it once held as co-founder of the United Nations and the free world's first line of defense in the east.
We won a seat in the UN Security Council, where we presided over the landmark resolution calling for democracy in Iraq. The Philippines chaired the historic conference on interfaith cooperation for peace at the UN, the fruit of a bold and creative initiative by your Speaker of the House.We head the APEC anti-terrorism task force. Our victories in the war on terror have been acknowledged by no less than president bush before the U.S. National Defense University. The Jemaah Islamiya and the Abu Sayyaf can only pick up the pieces of its broken backbone in Mindanao.We've worked with the organization of the Islamic conference to forge peace with our Muslim brothers. Eighty percent of our peace talks with them have been completed. Permanent peace in Mindanao is within reach.
Indeed, our story as a country on the verge of take off is real. Analysts need only to look at our stock market, and even the peso-dollar exchange rate, to sense the strong anticipation of significant improvements, if only we would overcome the tendency to be our own worst enemy.Thus, with investors both here and abroad in mind, I invite you all to join me in sending them a strong message from this great hall: we will not waver in our commitment to economic reform and fiscal discipline, whatever the political cost. The other message to send is that we will address the burden that the other Philippine story imposes on our anticipated take off. I refer to the story of how our political system has now become a hindrance to our national progress.Over the years, our political system has degenerated to the extent that it is difficult for anyone to make any headway yet keep his hands clean.
To be sure, the system is still capable of achieving great reforms. But, by and large, our political system has betrayed its promise to each new generation of Filipinos, not a few of whom are voting with their feet, going abroad and leaving that system behind.Perhaps we politicians have done our best; but maybe our best is not enough, given the present system. Perhaps we have strained the present political system to its final limit.It is time to turn to the people, bring them into government -- and change the way that government is done.The people want government that works for them at every level. They want good government that begins at their doorstep in the Barangay, and does not end before the closed door of a bureaucrat in metro manila.The system clearly needs fundamental change, and the sooner the better. It's time to start the great debate on Charter Change.
We must address such questions as how much more government is needed for the greater safety and economic security of our people, and how much less government is more conducive to free enterprise and economic progress.The mode of Charter Change is the exclusive prerogative of Congress. But a Constituent Assembly may well give our people the quickest reforms.I shall work with Congress, civil society groups and local government executives who are convinced that charter changes are needed to enable the country to surmount the unprecedented challenges of the 21st century.I take this opportunity to acknowledge the local government executives who have brought about an LGU power revolution through transformative leadership.
The economic progress and social stability of the provinces, along with the increasing self-reliance and efficiency of political developments and public services there, make a compelling case for federalism.Perhaps it's time to take the power from the center to the countryside that feeds it.I recognize that our form of government will be the decision of the body constituted to undertake charter change. But we should consider that legislation could be quickened and laws made more responsive to the people under a parliamentary system, similar to that of our progressive neighbors in the region.But even as we make a serious start in Charter Change, I hope we can still work together on other initiatives to the lasting benefit of our people.In the area of education, we've spent our increased resources on better trained teachers in more classrooms, teaching students in more effective ways. We've laid a strong foundation by building almost 30,000 classrooms in the past four years, providing computer access to more than 3,000 high schools, and beginning a "healthy start" breakfast program for our young school children.I ask Congress to pass the pre-need code to rehabilitate, reform and regulate the pre-need educational programs that worked so well in the past as a major vehicle for youth education entitlement. College education is the great Filipino dream.
But in a world of rapid technological change, getting a job or keeping it depends as much on how well one reasons as how well one uses his hands. I have issued E.O. 358 so that hours spent in vocational training can be credited towards a college degree. That will combine job readiness with the dream of a college education while increasing the competitiveness of our nation.But our competitiveness is greatly endangered today by the global oil crisis. I call on Congress to pass legislation encouraging renewable and indigenous energy. In the area of national security, I urge the swift passage of an anti-terrorism law that will protect rather than subvert, enhance rather than weaken, the rights and liberties that terrorism precisely threatens with extinction. These examples serve to highlight that there is much work to be done.
Now is not the time for divisiveness, and while there's no avoiding partisan politics, there can be a determined effort by all sides to limit the collateral damage on a country poised for take-off.Let's call on the Lord. Let us ask him for the grace to make us worthy of his healing our land.Alam kong tayong lahat ay naghahangad ng isang makabuluhang pagbabago para sa ating bayan. Tayong lahat ay nagsisikap para matamo ang kapayapaan at kaunlaran. Kung kaya't ako'y nakikiusap na tulungan ninyo ako, para sa kapakanan ng taong bayan.
We may disagree among ourselves but let us never lose sight of that greater battle for one people, one country, one Philippines. Not the country of this or that president but the Philippines of our shared and passionate affections.

The realities of corporate "unprofessionalism"

The past few days i have been contemplating on resigning from Southern Broadcasting Network, which for the past 2 months has been my second home. When i was hired by the company, i truly believed in their advocacy. But the past few weeks, i have been greatly disappointed with the network, for, when i was asked to be part of the research team (which was far from my original designation as Project Development Specialist) i gladly accepted the job for i felt that research was a challenging post --- a post which would give me an opportunity to really use my brains. When i accepted, the ice president for Human Resources and head of operations told me that i will be reporting directly to her and no longer directly with the CEO. I accepted this without question for who am i to question the decision of the Head and VP of Human Resources. Little did i know that they did not formally request for my transfer, but that the CEO was growing more and more disappointed that i was no longer reproting to him. This, i agree was a lapse in judgment on my part. With the growing gap between myself and the CEO, plus the more disturbing fact that i was to be part of a research team that did not have a computer to its name. Imagine doing internet-based research without a computer! What a predicament. Everyday i go to the office waiting for my turn to use any of the available computers, which usually become vacant around 6 or 7 in the evening. The available books for research are old copies of Readers Digest and a big book on home remedies. I tried very hard to request for computers and additional materials, but only got a vauge reply: "make do with what you have". I think the proper term should be "make do with what we DON'T have. And what we DON'T have, we have plenty of, so to speak. This, to me was a sign to bail out. To be given "battle orders" without a weapon is too much, plus the fact that because of their doing, the CEO was beginning to lose faith in my abilities through no fault of my own but through the scheming mechanisms that were already in place long before i started working there. So, i did what i had to do. I resigned my post as part of the research team and resigned my post as Project Development Specialist. This was not done without some long thought. A few weeks back, three people resigned from their posts for similar reasons. I know now why they had to do it. People in that company are scheming, devious and self-absorbed. No matter how much you believe in their advocacy, it is clear that they themselves do not exemplify the very advocacy they profess to adhere to. That is their fault. I know many people will find it hard to understand my actions now, but i am sure that i am not the last in a long line of people growing more and more dismayed with the way things are done in that network. I was hired under the impression that i can do things to the company that would make it great, and i had the same vision, but you cannot make something great if the very people who run it do not believe that their company has potential for greatness. For all their talk of advocacies and community building, they have all been talk, no action. I have no regrets and my action is supported by many of the people in the company. In the two months that i have been with SBN, i have made many friends, i have done my share. I attended seminars sponsored by my sister, i have had calling cards made from my own pocket (though i was made to understand that the company was to provide me with these at the start of my term). It was such a big disappointment.

DR. NED'S 1ST MARKETING FORUM LIVE AT THE SHANGRI-LA MAKATI

Yesterday, i attended the whole day forum entitled "Dr. Ned's First Marketing Forum Live!" which was held at the Rizal Ballroom of the Shangri-la Plaza Hotel Makati. You can really tell how well-known Dr. Ned Roberto is in the field of marketing because of the attendees. Chinese businessmen, Marketing executives of big firms like Jollibee, Chowking, Smart Communications, Volvo and other big companies where present to hear what Dr. Ned had to say about emerging trends in Marketing. The forum is a first in a series initiated by Salt and Light Ventures Inc. (a company owned and operated by Dr. Ned's son, Rd, also a Sales and Marketing expert in his own right). Everyone who attended gained insight on how to approach the markeitng aspect of their business in a new light. Dr. Ned is not only intelligent and witty, but he's really a very funny guy. The forum, mind you, is not just for marketing people but also for people have have small businesses. The price of the forum per head is a bit steep, mind you, but Dr. Ned well worth the money. But if you think it's too expensive, Dr. Ned has also written a series of MArketing books like "Social Marketing" and "Strategic Marketing Segmentation" which tells you how to market to the different seghments including Broad C and the masa. So I hope to see you at the 2nd Marketing Forum!

Mga Minamahal kong kababayan.

When I was young and my late father Diosdado Macapagal was president of our country, I thought of him as the "good guy" and his political opponents on the other side were the "bad guys".
Because of my father's influence, I had always thought of myself as on the side of the good. Thus, it is very painful for me to know that among many of our countrymen today, I have been demonized as the "bad guy." This is unfair, but it is a cross that God in His wisdom has given me to bear, so I will bear it. I have never questioned God's ways before, and I will not do so now.
When I first entered politics in 1992, little did I know that within a decade, I would become president of our country. And little did I expect that within another five years, there would be calls from civil society for my resignation from office or for the formation of a "Truth Commission" regarding some of my political actuations.
When I spoke before the nation some two weeks ago, I did so against the advice of my legal counsel. But I thought that speaking before you, the Filipino people, was the right thing to do. Shameless people have peddled the lie that I confessed to cheating. What I disclosed was that I talked to an election official. But that this had taken place after the certificates of canvas had already been used to proclaim the winning senators, and it was those same certificates of canvass that showed that I won by around a million votes. That is the truth.
Indeed, it is right for our country to confront the truth, but if we do so, let's confront the biggest, most painful political truth. The big truth that we are aware of deep in our hearts, but that we collectively sweep under the rug. The big truth whose debilitating effects on our country, year after year, decade after decade, have developed into feelings of disgust, hopelessness and even despair among large segments of our society.
The truth that I discovered from my beginnings as a neophyte politician in 1992, rising to become a veteran politician through the years, is this: over the years, our political system has degenerated to such an extent that it is very difficult to live within the system with hands totally untainted. That is the truth. In addition, our system has degenerated to such an extent that more often than not, it is political agenda first, and national interest last. For example, we have endless investigations and scandals in aid of political and media projection, rather than in aid of legislation or executive action. That is the truth. Because of this system of politics, our country has been left behind by other countries in the region, and our best and brightest, the cream of our youth, are voting with their feet to leave the country. That is the truth.
I do not blame any individual or political block for this sad state of affairs. It is simply the truth that the political system that I am part of has degenerated to the point that it needs fundamental change. We are collectively to blame, so we must collectively be the solution. Let he who is without sin, cast the stone. To those who feel that they cannot cast the first stone, I invite you to help in the solution.
My proposed approach to reform our system of politics and governance is something that I had wanted to bring forth during the upcoming state of the nation address. However, because our country is hungry for a resolution to the political uncertainties that have plagued us these past few weeks, I will bring it up now.
First of all, I am not resigning my office. To do so under circumstances that connote an EDSA 3 would condemn any successor to the possibility of an EDSA 4, then an EDSA 5, and so on, unless our political system were first reformed to make it more responsive to the people's will, such that changes in leadership come about in an orderly and stable manner.
The world embraced EDSA 1 in 1986. The world tolerated EDSA 2 in 2001. The world will not forgive an EDSA 3 in 2005, but would instead condemn the Philippines as a country whose political system is hopelessly unstable. And the Filipinos as among the finest people in the world, but who always shoot themselves in the foot. Under those circumstances, who would invest money in the Philippines? How would we weather the difficulties arising from the price of crude oil being at its highest in history?
What I intend to do is to work with legislators and civil groups who believe that changes in the fundamental law of the land are necessary in order to confront such basic issues as federalism, the character of our legislative process, reducing red tape in government processes, running for public office under a true party system and with less need to raise campaign funds, modernizing the economic provisions of our constitution, and so forth.
At the same time, I will restructure and strengthen the cabinet, giving it a free hand to meanwhile reform and manage our day to day governance with as little political interference as possible, even from me.
This is how we will proceed.
First, I'm asking my entire cabinet to tender their resignation in order to give the executive a free hand to reorganize itself. I'll ask our sectors to give me the names of candidates that we can invite to replace those who will not return to the cabinet, or even to help out at other levels of the executive.
Second, the cabinet will be given a free hand on governance, while I focus on the fundamental changes that we need to put in place.
Third, I will begin to reach out to the political and civil sectors that have an interest in the various advocacies that are relevant to our constitution. Federalism, for example, is an advocacy that I had espoused long ago.
This is neither political ploy nor gimmick. I believe that this process will quickly lay the foundation for deep reforms in our society, including reforms in our political way of life. This would be a legacy that our generation of politicians and citizens could collectively be proud of. I now have grand children to play with and to help bring up. Like all of you, I want our children to grow up in a better Philippines. I have prayed on this, and I hope that I have discerned God's will properly.

Pilipinas ang isa sa pinakamahirap at corrupt na bansa sa mundo. Kasi
lahat sila bulok, lahat sila walang kwenta. Lahat sila sugapa sa
kapangyarihan at sa pera.

Tuwing nakikita ko ang payslip ko, nag-iinit ang ulo ko at gusto kong
maiyak sa inis. Napakalaki ng tax na binabawas sa akin pero ginagamit
lang sa walang kwentang bagay ang perang pinaghirapan ko.

Lahat ng pagtitipid ginagawa ko para suportahan ang sarili ko, pamilya
ko at ang punyetang bansang to. Ni hindi ako makabili ng chicken and
spaghetti meal sa Jollibee kahit gutom na gutom na ko. Nag-tya-tyaga
ako
sa waffle na tig-P10, o kaya pag may konting pera, junior bola-bola
siopao sa Mini-Stop sa halangang P20.

Eh kung yung pera ko na pinapangbabayad sa tax sa kin na lang napunta,
eh di sana nakakapanood pa ko ng sine at least 2 beses sa isang buwan.
Nakabili na sana ako ng bagong rubber shoes. Nakapagpagawa na sana ako
ng sarili kong bahay.

Yung tax na binabayad ko, karamihan nun derecho sa bulsa ng mga corrupt
na mga government officials at workers. Habang hirap na hirap akong
i-budget ang pera ko, sila naman nagpapakasarap sa mga mansyon. SUV's
at
luxury cars pa ang dina-drive nila, samantalang ako sa pedicab lang
sumasakay!

Yung tax na binabayad ko, pinapangsuporta sa mga mahihirap. Saan ba
galing ang pera pangpagawa ng housing at pagtulong sa mga mahihirap, di
ba sa mga manggagawa na nagbabayad ng buwis! Pero karamihan ng
mahihirap, kung umasta kala mo inaapi sila ng sobra.

SA TOTOO LANG NO, KAYA ANG MGA MAHIHIRAP LALONG NAGHIHIRAP KASI MGA

Ang daming mga tambay sa kalye na walang trabaho pero ang laki ng
katawan. Eh kung sila ba nagkargador sa pier eh di sana may pera sila.

Naaawa ako sa mga batang pakalat-kalat sa kalye at namamalimos. Imbes

Pinas. Hindi ako magtataka na yung batang nakita kong namamalimos sa
Cubao, pagkatapos ng ilang taon cellphone snatcher na.

Palibhasa walang mga trabaho at walang pinagkaka-abalahan, kaya

Alisin (mas maganda kung patayin na lang) ang lahat ng pulitiko at
political families sa puwesto. Tibagin ang lahat ng mapanirang
organizations at grupo. Itapon sa malayong isla o kaya i-pwersa ng hard
labor ang mga sobrang tamad na mga Pilipino. Ihiwalay ang mga bata sa
kanilang mga tamad at tangang magulang upang makapag-aral sila at
maturuan na maging mabuting tao at mamamayan. Magkaron ng bagong lider
na walang political ties at utang na loob sa kahit sino. At higit sa
lahat, dapat tax payers lang ang pwedeng bumoto!

Kung kinakailangang magka-giyera para magtino ang mga Pilipino, ayos
lang. Masyado na kasing matigas ang ulo ng mga tao dito. Gusto ng
kalayaan, pero hindi naman handang panagutan ang responsibilidad ng
pagiging malaya. Meron daw pinaglalaban na prinsipyo at adhikain pero
takot namang mamatay para dito.

Hangga't hindi nagkakaron ng radical change, patuloy na walang kwenta
ang Pilipinas at patuloy na magiging tanga ang majority ng mga
Pilipino.

Sa dami ng nag-mi-migrate na Pilipino sa ibang bansa, dadating ang
panahon na minority na lang ng population sa Pilipinas ang may utak.
Yung mga magagaling na Pilipino, malamang maubos na. Sobra na kasi
silang na-fru-frustrate at na-de-depress sa mga nakikita nila.

Ilang taon pa at aalis na rin ako sa Pilipinas. Wala kong balak na
magkaron ng pamilya sa isang bansa na hindi pinapahalagahan ang
kontribusyon ng mga taong tunay na bumubuhay dito. Kawawa naman ang
magiging anak ko kung dito sya mabubuhay.

Sa totoo lang, broken hearted ako. Minahal ko din ang bansang ito.
Pilit
kong pinagtatanggol kahit bulok. Nakarating na ko ng ibang bansa, pero
pinili kong bumalik. Pero ngayon, ayoko na. Suko na ko. Sayang lang ako
sa bansang to. Simple lang naman ang hiling ko. Gusto ko lang mabuhay
ng
tahimik at maayos. Gusto ko na kahit paano eh maipagmalaki ang
Pilipinas. Pero wala eh. Doomed to be jologs ang bansang to.

HEROES, YOU ARE NOT...

I pity the people who think they can be heroes or believe they are already heroes. Let us take Ong for instance. Atty. Ong believes he is the catalyst for change and that he is another Ninoy Aquino. Nothing could be farther from the truth. Why? Ninoy was not afraid to die. He knew he would be killed when he returned ot the Philippines but Ninoy did not waiver from his conviction. He returned, even joking a few hours before his death (as he talked to the media) "You have to be ready with your hand cameras because this action could become very fast .... in a matter of minutes it could be all over and i maybe i won't be able to talk to you again after this". This is heroism --- looking straight at death in the eye and not flinching. Ninoy did not ask that he be given security. Ong (and even Paguia) however, had several conditions in mind before doing their "act of heroism" as they like to see it. They want security, protection from congress, even immunity. Shit! You have the gall to bring out alleged CDs from wiretapped conversations and yet you are afaid to be charged with violation of the Anti-Wire tapping law. Ang tatapang naman ninyo! You are nothing but wannabe heroes who have no balls to stand up for what you beleive in. Cowards!

MY RIGHT

I have been criticized by several people for being too harsh on several personalities of the opposition, including ERAP and Susan Roces. These critics go on to comment that i tend to go overboard on issues. Let me get things straight: This is my blogsite, and i reserve the right to talk about anything and anyone i wish too, without fear. Yes, i talk harsh about the opposition, but this is only because i cannot say anything nice about them. Have i written untruths? Have i not based my articles on facts? This is my constitutional right and i intend to use it if only to serve as the voice of the silent majority.

THE FEDERAL REPUBLIC OF MINDANAO

Mayor Rudy Duterte of Davao showed true loyalty to the country when he said he will never accept any move to oust President Arroyo. Duterte said in a press coference that he would rather Mindanao secede from the Philippines and establish itself as an independent Federal Republic thatn to submit to a military junta as planned by the opposition. "We're sick and tired of the antics of the leaders in imperial Manila. They easily change leadership based on people power, which is actually the rule of the mob," said Davao City Mayor Rodrigo Duterte.According to an INQ 7 report, the controversial mayor was referring to Edsa 1 and Edsa 2 people power uprisings that ousted two presidents: Ferdinand Marcos and Joseph Estrada, respectively.Duterte, a very popular figure in Mindanao, Wednesday called on Christians, Muslims and lumads to join hands in establishing a separate Mindanao republic should leadership change hands in Manila.

WHAT KIND OF COUNTRY ARE WE????

Okay. Now we're beggining to look like true stupid brown monkeys. Sakit no? But that's the truth. What do you call a handful of filipinos who joined in ousting ERAP only to join in his cause years later? Aba! May pa-iyak-iyak pa ito si Pimentel at Loren Legarda during the impeachment of ERAP. Ngayon, kulang na lang, mag holdinghands sila at kumanta ng magkasuyo buong gabi (i heard somewhere na Loi loves to sing "Magka-SUYA buong gabi pag katabi si Erap, totoo kaya?).

Well, truth be told, i heard on the radio last night na hindi raw titigil ang rally sa makati until Gloria steps down. Eh 2:00 ng umaga wala ng tao sa Makati eh. Nasaan na yung mga "maprinsipyong" mga gunggong na ito? Or maybe hindi ko lang nakita si Binay kasi madilim? Yap, that's probably the reason.

Enjoy it while you can kids. Bihira lang dumating ang circus sa makati. MAdalas kasi nasa Senate eh. hehehehehehehehehe! And we all know who the clown is...
